I'll be honest, I don't know which group/individual made this head, but it's an upgrade head for the ThreeZero DLX ROTF Optimus Prime figure.
Only flaw is that his LEDs work in theory - the inner wiring is a bit scrambled, so getting them to work would be a bit of a task.
I've done it before but I haven't bothered since and I have the stock head on my OP figure, anyways.
I've included a photo I took a year ago of what he looks like with the LEDs on.
