This is a pair of high-waisted pants (culottes) from Junya Watanabe Comme des Garçons.
The color is navy, and the fabric is a thin, smooth, suit-like material made of 100% wool.
The waist is very large, even for me who usually wears a ladies' L size, it's very loose, so you can wear it with suspenders or layered (the Dark Romance period often features designs where pants or skirts are layered over pants).
At first glance, it looks like a mermaid skirt, but the rise is quite high, and the bottom is around the knee, a unique design that's a bit different from a sarouel pant.
There is no noticeable damage or holes, and it's overall clean, but there is a slight fraying at the seam of the crotch (it can be easily repaired).
It's a unique design, but the color and fabric make it suitable for slightly formal occasions.
Also, the large waist makes it a size that can be worn by men.
