Tag says large, but to me runs small. With privacy panel closed all the way is 27 inches. Privacy panel open a little bit gives 29.2” see pic. It could fit a small, medium or large person depending solely on your build. Use measurements to decide. Note the privacy panel can provides the 2 inches additional coverage even though it is about 4 inches at the widest point. It can be hidden or exposed to show your back to give you more room to fit larger waistline.

Closure material is red ribbon, not rope or cord. I do not consider this as a waist trainer, however it has 2 steel bones. It is more for fashion. Use for a photo shoot, dress up, a party, a halloween costume or cool event. It’s beautifully designed and looks best with a long skirt & boots.
